The Conference is a statewide membership organization comprised of county mental hygiene directors and commissioners in all of the 57 counties and the City of New York. It has statutory responsibility to comment on proposed rules, regulations, and policies impacting local mental hygiene services. As Executive Director, I managed and oversaw all aspects of Conference operations. This included working with counties, state and federal agencies, the legislature, professional groups, and advocacy organizations to achieve policies, practices, laws, regulation and funding necessary to ensure comprehensive, integrated and cost effective systems of care for mental health, alcohol and substance abuse, mental retardation and developmental disabilities.

Developed, oversaw, and managed projects relating to the study of New York State and local government. Major activities included policy research, data analysis, report writing, and the development of training, public workshops, and seminars on critical public policy choices facing New York State and local government. The position required significant interaction with government officials, non-profit organizations, private sector leaders, and the press. Duties included managing staff, contracts, and project budgets.

Major projects included a 1½ year study of the mission, organization, and management of the NYS Department of Environmental Conservation; a 1½ year study on the management, financing, environmental conditions, and future needs of the New York State park and historic site system; a study of the operation and performance of New York State supported schools for blind and deaf children; and a study of the delivery and cost efficiency of public defender services in Orange County, New York. Other activities consisted of operating the New York State Public Management Internship training program.

Environmental Economist, N.Y.C. Department of Environmental Protection     10/90- 4/92

Provided the Commissioner with economic and policy analysis on a wide variety of environmental policy issues including the affects of conservation on water and sewer rates and the effectiveness of traffic control measures on reducing auto related air pollution. Developed a strategic planning process to manage the department's $1 billion annual capital budget. Represented the Commissioner in meetings with Federal and State officials and other New York City agencies. Managed 2-5 staff depending on the project.

Senior Budget Analyst, N.Y.C. Office of Management and Budget     8/89-10/90

Developed the budget for the New York City Department of Environmental Protection. Approved agency funding requests. Member of New York City's Environmental Protection Task Force established to set citywide environmental policies and foster interagency coordination. Developed OMB positions on proposed Federal, State, and local legislation. Negotiated with New York City Council staff on the scope, content, and cost of proposed legislation, and worked with City agencies to develop and implement new environmental programs. Member of the Technical Oversight Committee that directed New York City's efforts to meet Clean Air Act requirements.

Senior Associate, ICF Incorporated, Washington, D.C.     7/87-8/89

Represented clients in the U.S. Environmental Protection Agency Office of Underground Storage Tanks in general program implementation support and policy analysis. Extensively analyzed EPA's $90 million Leaking Underground Storage Tank Trust Fund including: allocation of funds; grant management issues; policy and guidance for State and local programs; and program evaluation techniques. Represented the EPA Hazardous Waste Ground Water Task Force in an evaluation of EPA's ground water programs. Developed projects, managed budgets, and supervised staff as required.

Budget Analyst, NYS Division of the Budget, Albany, New York     5/86-11/86

Assisted in the development of the budget for the Division of Military and Naval Affairs and the New York State Police. Recommended actions on agency funding requests. Revised the State's capital construction plan for the above agencies and evaluated the federal reimbursement process.
